bartekorma, you should take a look how it was implemented in mod by norvezskayasemga or ask him directly.
I made this option primarily for him. New units for hire in Grace.dbf should work out of the box.

- I haven't looked at the saga mechanics yet, hope to get there someday.
- As for units limit and their level limit - I still need better understanding of internal game logic before I can safely remove this restriction.
- Doppelganger fix (copy unit level and stats) and ability to summon 1+ level units is currently in my todo list.
- Cities on water will not spread race terrain across them when captured, but if players want such a feature I can remove placing restriction for them as well. Same for 6th unit slot in tier 5 cities.
- As far as I know, adding a new attack sources will affect the data format of network traffic. I still need to understand battle format and logic better before this feature could be safely implemented.
